Hedley Solutions Ltd was employed on this particular project as the Principal Contractor which in itself was an usual request as we were normally the sub-contractor and not responsible for the construction phase health & safety plan, however this was managed and a health & safety plan produced which fully complied with the clients consultants who were the appointed planning supervisor.
We procured a civil engineering contractor to provide the new underground ducting, they produced their own risk assessments and method statements. Weekly site visits were made throughout phase 1 to produce health & safety audits to ensure the sub-contractor was working in a safe environment for themselves, the clients’ staff and members of the public.
Our role was to work with the client in designing a new underground ducting system to allow the demolition of a redundant hospital building as this had been earmarked as a sale to a PFi bid in building a new integrated care centre on the same site.
As the existing ducts were in the footprint of the new building a solution had to be sort in providing a new underground duct system that did not pass through the new build. We surveyed the site and produced working drawings that fitted in with the clients brief, a solution was provided and timescales given. The work had to be completed methodically and project managed to suit the environment in which the ducting had to be provided.
The outcome was phase 1 was completed ahead of our projected completion date with no health & safety issues and on budget.
Hedley Solutions had the go ahead to proceed with phase 2 some 3 months after phase 1 was completed. A tighter timescale was now demanded by the client which was more of a challenge than phase 1 as a number of remote buildings on the site required re-cabling including a Maternity Unit, a school of nursing and the main district hospital, these all had to be briefed and access times organized to allow telephone and network down time.
As with phase 1 phase 2 was completed head of program and on budget which gave the client further breathing space before their handover to the PFi team to start their contract.
The conclusion was both phases were completed head of time and on budget with no problems with health & safety, traffic management, no unauthorized network down time leading to loss of telephone or computer network services.
